Functions and Duties of Government Communication Directorate

The Directorate of Government Communication of the Bureau collects and compiles
information regarding the government policies, programs, projects, and working plans as well
as service delivery of the justice sectors and development activities of the institution. It also
disseminates proper, accurate and timely information to the public through printed press,
face-to-face conversation or electronic media according to the public need. Accordingly, the
Directorate shall have the following specific duties and responsibilities:

  • Collects information, regarding duties of the Bureau, from the public and the stakeholders; compiles and disseminates such information to the concerned bodies and the public at large.
  • Serves as the principal source of government information by acting as the spokesperson of the Bureau.
  • Promotes public awareness and transparency on the strategic plans and objectives of the institution through organizing and coordinating forums of public discussion.
  • Facilitates the senior managers’ face-to-face communication with the public in order to have them insight into the grass-root activities and contemporary events.
  • Establishes and monitors suitable working and communication system in the office that ensures integrated and sustainable government information communication affairs.
  • Enhances the Regional as well as the institutional reputation through extensive dissemination of accurate information; defends the institution against false reports by countering with corrective and timely information.
  • Gives appropriate responses and accurate explanations to issues and requests concerning the duties and performances of the Office.
  • Coordinates the interactions between media and the Office; causes the relevant bodies of the Office to provide the required media information; ensures the major performances of the institution get wider media coverage; and oversees its implementation;
  • Ensures that the Office has access to various public and private press products, makes them available to the staff by means of contractual agreement made with the concerned legal agents as needed.
  • Notwithstanding the principal spokesperson role of the Head of the institution, the Public Relations Head carries out the spokesperson duties of the institution.
  • Prepares and implements the strategic and annual communication plans of the institution in line with the strategies and plans of Regional Secretariat.
  • Plans and executes various trainings of capacity-building designed to ensure professional competence and ethics of the Public Relation professionals of the Office.
  • Crafts messages designed to portray the policies, strategies, programs, and plans of the Office and disseminates through various media outlets.
  • Monitors and analyzes media reports and affairs related to the office; and consults the Head of the Office with the communication activities.
  • Establishes a proper system for collecting and organizing information of the Office;provides appropriate responses to media or any other entity; and utilizes current government messages for public relations.
  • Plans and implements public relations activities so as to strengthen interactions among the community, the stakeholders, and the Office.
  • Ensures strong and fruitful occupational interactions between different working divisions in the Office; through effective schedules of public relation.
  • Ensures establishment of effective information exchanging system among the various working divisions within the Office.
  • Organizes and coordinates flat forms aimed at creating public awareness and transparency on the policies, strategies, rules and directives of the Office.
  • Plans and coordinates programs for the senior management bodies of the office,senior officials of the regional government, journalists and various community members to visit the activities and performance of the Office.
  • Plans, organizes and executes radio and television programs for promoting the policies, strategies, plans, programs, and projects of the Office.
  • Ensures that the contents of information uploaded on the institution’s website are timely and aligned with the government policy, strategy, and mission of the Office.
  • Monitors the social media comments regarding the Office and makes them effective utilization of public relation purposes.
  • Produces and utilizes multimedia system to release institutional information by the expense of the concerned divisions of the Office or by partners; provides organized information to regional and national media,
  • Monitors and ensures that office advertisements are transparent, accurate, and in compliance with the advocacy and sponsorship laws and policies of the government.
  • Conducts studies on the public relation performance; collects and evaluates public opinions and feedback; adopts progressive strategies to bring about continuous improvements.
  • Executes or ensures the execution of any national or regional duties assigned to it by the Office or by the Secretariat of Regional Government.
