To see firmly established justice by 2029, where human and democratic rights are protected and the rule of law is ensured, making our Country in general and our Region in particular a model worthy of reference.

To ensure the prevalence of justice in the Region; to safeguard the interests of the government and the public at large; to promote respect for human and democratic rights enshrined in the FDRE Constitution by enhancing public legal awareness; to ensure that criminal offenders are brought before the law and held legally liable for their offenses; and to guarantee citizens’ freedom to association through realizing good governance by playing a leadership role.

Besides the Powers and Duties of the Justice Bureau enshrined under Article 16 of Proclamation No. 3/2016 (Establishment of Executive Organs); and under Article 9 of Proclamation No. 12/2016 (Powers and Duties of the Justice Bureau), the Head of the Bureau shall:

    • Provide strategic leadership to the Bureau
    • Address gaps in attitude and skills of the staff through discussion and corrective measures so as to enhance the institutional performance
    • Ensure the continuity and effectiveness of building the reform task forces of the institution
    • Lead institutional change initiatives by setting directions,  and continuously evaluate performances accordingly
    • Adopt strategic plans and approve reports prepared by the Bureau
    • Ensure effective performance of the Bureau through periodic (monthly, quarterly, semi-annually, nine-month, and annual) evaluations
    • Issue, approve and implement detailed operational directives applicable within the Bureau
    • Coordinate, lead, and supervise the overall activities of the institution
    • Lead overall internal organizational structures of the Bureau
    • Coordinate, support, and guide other institutions accountable to the Justice Bureau

    The South Ethiopia Regional State Justice Bureau is organized into the following three main sectorial divisions that are accountable to the Head of the Bureau:

    1. Criminal and Civil Affairs Prosecution Sector
    2. Legal Affairs Sector
    3. Administrative and Financial Affairs Sector

    This sector is organized into the following five directorates:

    1. Directorate of Corruption Crimes
    2. Directorate of Tax and Economic Crimes
    3. Directorate of Various  Crimes prosecution
    4. Directorate of  Specialized Investigation and Prosecution of Crimes against Women and Children
    5. Directorate of  Civil Prosecution of public Affairs

    This sector is organized into the following three directorates: 

    1. Directorate of Legal Research, Drafting, and public Indoctrination
    2. Directorate of Advocates, Civil Societies, and Document Registration
    3. Directorate of Human Rights Compliance, and Coordination Office of Cooperation Actions

    The following directorates are organized under this sector:

    1. Human Resource Development and Administration Directorate
    2. Procurement, Finance, and Property Administration Directorate
    3. Planning and Economic Development Administration Directorate
    4. Information and Communication Technology Unit
    5. Gender Mainstreaming
    6. HIV/AIDS Mainstreaming

    The following units are directly accountable to the Head of the Bureau due to the nature of their functions or by law:
